marriage and make history in the process. good morning. thanks for getting up with us. i'm aaron gilchrist. >> and i'm eun yang for this morning after election night. this morning the long and hard fought presidential election is over with president barack obama voted into office for a second term. >> it is a decisive victory for the president, at least in the electoral college. take a look at the race. to 270 in terms of electoral votes, president obama wins with 303 over former massachusetts governor mitt romney's 200 electoral votes, this without florida, which is still considered too close to call with 97% of the precincts reporting, although president obama does have a narrow lead. >> the president picked up many battlegrounds states, including virginia, colorado, and the all important ohio. he declared victory to an ecstatic group of supporters in chicago. the president was joined on stage just like four years ago with the first lady and their two daughters. >> shortly before that, governor romney addressed a crowd of

disappointed supporters. they both said in their speeches that now that the election is over. it is time for republicans and democrats to work together. >> at a time like this, we can't risk partisan bickering and political posturing. our leaders have to reach across the aisle to do the nation's work, and the citizens have to rise to the occasion. >> you elected us to focus on your jobs, not ours. in the weeks and coming months, i am looking forward to reaching out and working with leaders of both parties to meet the challenges we can only solve together. >> president will return to washington fresh off of election victory this afternoon. >> democrats will continue to control boellingt of virginia's senate seats. tim kaine defeated george allen by 6%. he will succeed jim webb, who beat allen six years ago when he was a senator. kaine told supporters that both parties have to work together to keepmerica on the right track. >> working together, we will

remind virginiians and all americans that our institutions of government can actually function again. that our leaders will be satisfied with partisan politics and rise to tackle the challenges that face our nation. we know that, as a commonwealth and as a country, we've been through tough times, and we know that many of our friends and neighbors and family members are still struggling. but you know what, unlike some of the doom and gloom you see perpetrated out there, i'm not pessimistic because we've been through tough times before, and we've come out stronger for it. >> this campaign was not for us. this campaign was for the people of virginia. the people of virginia remain in our hearts. the people of virginia, until my dying breath, will have my eternal gratitude for the honor and responsibility of not just serving, but also being the one who got into the arena. there's a lot of folks who say, gosh, why did you get into this? you've got to get into the

fight. this is a pivotal time in our country's history, and each and every one of you recognize the importance of this election in determining the trajectory of our country. we're not happy with the results, but we're still alive. so long as they don't kill you, can keep fighting. >> and in maryland, ben cardin will remain the u.s. senator from that state. as expected, he won in a landslide, defeating republican daniel bongino and others. >> maryland voters had a chance to vote on a host of issues. voters upheld an amendment allowing same-sex marriage in that state 52-48. those against the amendment had gaertded enough signatures to put it on the ballot. governor martin o'malley, who helped push for the amendment, celebrated the win in baltimore. he said this issue will ultimately help bring maryland together. >> what the people of maryland -- democrats, republicans, independents, christians, jews, muslims --

came together and concluded tonight was this, that every child's home deserves to be protected equally under the law. >> the amendment will take effect january 1st of next year. maryland will also soon have a new casino in prince george's county. question seven, the gaming expansion question, passed 52-48%. you see on your screen there. it also allows table games in the state's existing casinos. you see there the passage of referendum sparked a large celebration at national harbor overnight. that's where the new casino is set to be built. those pushing for the casino say additional money will help state schools and keep money inside maryland. >> marylanders also approved question four, allowing undocumented immigrants to pay in-state tuition at maryland colleges. students must attend a maryland high school for three years and

the parents show they filed state income tax at the time. maryland is the first state in the country to approve it by popular vote. our other big story this morning, that coastal storm making its way to the mid-atlantic, threatening areas already hit hard by sandy. storm team 4 meteorologist tom kierein joins us with an update. >> right now that coastal low is really beginning to deepen. it's just off the atlantic seaboard way out to sea. precipitation is going to be well east of us. we're getting a few sprinkles of rain in virginia, delaware, and maryland. a few sprinkles from annapolis into southern maryland as well as farther west across northern virginia from southern fairfax county, prince william. bring an umbrella here over the next hour or so. we also have temperatures well above freezing. upper 20s to low 30s much of the region now. and we have a winter weather

advisory in effect. all those counties can get heavier snow throughout the day. in the meantime, passing light showers and chilly during the afternoon, changing to some snow that may accumulate on grassy areas. i'll show you how much i think they may get. that may be coming up in a few minutes. overnight, a lot of people across the district took to the streets to celebrate president obama's re-election. news 4's derrick ward joins us live from "u" street where things got a little rowdy earlier. >> reporter: indeed they did. it's all quiet now. it's a typical tuesday morning. first, take a look at the white house. upon learning of president obama's re-election, a jubilant crowd broke into chants of four more years out in front of the white house and in lafayette park. out on "u" street, they took to e streets for the 2008 celebration upon obama's election for the first time. now some local races and big news here as well.

they'll serve out two years as chairman of the d.c. city council. that's a post he got after the resignation of chairman kwame brown amid bank fraud charges. serving out the remainder of brown's term. also on the city council, there was actually an at large upset with michael grasso, an independent, unseated michael brown, and that large independent member of the council. he will be joining vincent orange, who will return as an incumbent democrat in one of those at large seats. and there was a series of ethics related charter amendments on the d.c. city council -- by the voters today actually for the district government. they deal with ethics issues. so anything like someone who commits a felony or a gross misconduct can be voted out by a member of the council. and if an elected member of d.c. government, say a council member

is convicted of some crime, that person will have to leave the job and can't reclaim the job again. some pretty not surprising races in terms of incumbents. delegate eleanor holmes-norton will return to congress as d.c.'s nonvoting delegate. and browser, alexander, and evans will also return as incumben incumbents. we're live in northwest, back to you. coming up, now that question seven has passed, how soon could we see a casino at national harbor. we'll take a look at what happens next.

adding insult to injury for thousands along the east coast already hit by hurricane sandy. a coastal storm making its way into the northeast causing concern about rain, high wind, and snow. people along the shore are warned to keep a close eye on the tide. >> that same system could bring us snow later today. i am not ready. i know, can you help me? storm team 4 meteorologist tom kierein with the forecast. tom, what's going on? >> i think it's going to be a low impact storm for us. we are seeing some rain showing up on storm team 4 radar.

that area of rain is advancing to the north. the area of coastal low pressure is way out to sea. it's close enough to us to give us some light rain now in virginia and southern maryland that's advancing to the north. so roadways are going to be getting -- starting to get wet, especially 95 south of washington. temperatures are chilly. we're all above freezing. low 40s around the bay. we're in the 30s in virginia and maryland. in west virginia, some of the high spots, where there's probably not going to be snow, it's near 30. the heavier snow may fall northeastern maryland and heavier part of the eastern shore. i'll tell you how much we think we're going to get coming up in ten minutes and take a look at the seven day outlook. for the morning, passing light showers and chilly. changing to accumulating snow on grassy areas this afternoon. i'm back in ten minutes. danella with a look at traffic. good morning. >> good morning. checking on a disabled vehicle, 395 southbound at glebe. looks like it possibly is in your shoulder lane there. let's head over to the beltway. construction slowing you down.

call it a sign of the times. the president's first words after being reelected came via social media. the president celebrated on twitter. the first, "four more years" became the most retweeted tweet

ever. and second "this happened because of you." and then "we're all in this together. that's how we campaigned, and that's who we are." >> after a hard fought presidential race, mitt romney conceded to the president early this morning. danielle leigh is live in boston with more on that. danielle, good morning. >> reporter: good morning. you can see behind me the ballroom is completely empty. people filed out very quickly after romney made a very brief concession speech. all of that excitement from earlier in the evening just completely fizzled out, really sucked out of this crowd, and they walked out in a quiet disappointment. mitt romney congratulated barack obama on his re-election and expressed his own disappointment. he also called on leaders to work together to address some of the problems facing the nation. >> the nation, as you know, is at a critical point. at a time like this, we can't risk partisan bickering and political posturing. our leaders have to reach across the aisle to do the people's work. and we citizens also have to rise to the occasion.

>> reporter: and supporters here of mitt romney hope that happens. they're looking ahead to the future and are hoping that congress can look to the future and try to reach a compromise, particularly on the looming budget cuts. supporters here say they're not surprised by the outcome, but they are disappointed. back to you. >> melissa mollet at the live desk following notable elections. we're following other wins and losses around the country, like you mentioned. first up, maine, just like maryland, has approved same-sex marriage in the state. voters in minnesota have decided to defeat a gay marriage ban. also, washington state also looking to approve same-sex marriage. those numbers not set at this point. in wisconsin, the first openly gay senator, tammy baldwin,

elected. colorado and washington have become the first states to legalize the possession and sale of marijuana for recreational use. the law in colorado allows residents over 21 to have up to an ounce of marijuana. the state will tax and regulate sales. washington state's initiative also regulates taxes for drugs. oregon had the same ballot question and voted no. at the live desk, melissa mollet, news 4. >> melissa, thank you. let's get a check of the forecast. i believe tom mentioned the "s" word. >> tom said not to worry. how bad will it be, i guess is the question. with the road temperatures so warm, i don't think we'll have a lot of accumulation on roads. we may get some on grassy areas today. right now we have a winter weather advisory out. all these counties in blue, northeastern maryland, baltimore, the maryland shore. these areas might get some along

the pennsylvania border and southern pennsylvania. up to four inches just west of pennsylvania on grassy areas again mainly. for our region, i think, as we go forward here, and i'm going to step out and advance my computer because it's locked up right now. we could get as much as perhaps -- i'll show you here coming up right now how much i think we're going to betting. i think we have a possibility of getting as much as maybe an inch on some grassy areas. that would be areas just to the north and northeast of washington. this little dark blue area, perhaps northern prince george's county, southeastern montgomery county, and all the way up toward the pennsylvania border. one to three inches, and, again, mainly on grassy areas because these road temperatures shall stay. right now road temperatures around 40 degrees. maybe they'll get down to lower 30s. much of the snow melting on roads. there may be a few slushy spots here in howard county and perhaps in parts of northern anne arundel and farther north

and east maybe by this evening. it does look like this is going to begin right around perhaps 1:00, 2:00 this afternoon, changing from rain this morning to some of that wet snow during the rest of the afternoon then into the evening hours. farther south, right around washington, the nearby suburbs north of virginia, there may be a dusting, maybe a half inch on some of the grassy areas, again beginning during the afternoon today and then ending late tonight. maybe just a few flurries farther south and farther west. here's the storm team 4 four-day forecast after this goes by. we'll have a bit of a blustery wind too later this afternoon. winds may start gusting to around 20 to 25 miles an hour. right now right along the coast, there are gusts up to around 25. and those breezes may still be a bit blustery tomorrow as well, as we claim to near 50 degrees tomorrow afternoon. we'll get some sunshine back, and then the winds diminish on thursday night. cold start to friday. 30 in the morning. afternoon highs mid-50s with sunshine.

commonwealth returned to red state status, but president obama once again earned virginia thanks in large part to the population centers. he received 70% of the vote in norfolk and in hampton. the president also won the critical county of henrico near richmond, and northern virginia made a big difference. in fairfax county, he received 59% of the vote. 71% for alexandria, 52% for loudoun county, and 57% for prince william county. and from virginia to maryland now, you will soon be able to get the feel of a vegas casino without having to leave the region. question seven passed, paving the way for casinos in maryland. just a few hours ago at national harbor, there was quite a celebration going on, tony. >> reporter: just a few hours ago, you're right. quiet here now, aaron, but county executive baker was on

hand with former executive wayne curry all down here having a celebration, fireworks going off. an unprecedented amount of money spent on this ballot measure. over $90 million spent by both supporters and those that oppose it. guys, you will not be celebrating new year's here. you won't even be celebrating a birthday any time soon. we will not see this casino until 2016, but we can see table games as soon as next year. as for the numbers, 52-48 statewide, and here in prince george's county, 59-41. prince george's county executive rashern baker was on hand giving a victory speech. >> the money is going towards education. it's going to help build 210. it's going to health care and jobs and jobs and jobs. thank you for this great victory. >> reporter: aaron and eun, we
